FAA Approves SpaceX to Increase Starship Texas Launches from 5 to 25 Per Year

The Federal Aviation Administration (FAA) has granted SpaceX regulatory approval to significantly expand its Starship launch operations, increasing the annual limit from five to 25 launches from its Starbase facility in South Texas.

The decision, announced on Tuesday, May 6, also permits up to 25 landings of both the Starship upper stage and its Super Heavy booster at the launch site, marking a major milestone for Elon Musk’s space company as it advances its ambitious Mars rocket program.

The FAA’s approval follows a comprehensive, years-long environmental review under the National Environmental Policy Act, which concluded that the increased launch cadence and associated activities, including booster landings in the Gulf of Mexico, Indian Ocean, and Pacific Ocean, would not significantly impact the surrounding environment. The agency imposed conditions on SpaceX to mitigate environmental concerns, including hosting quarterly beach cleanups, donating to local environmental organizations, monitoring water quality near the launch site, and minimizing lighting to protect nesting sea turtles. “This decision allows SpaceX to accelerate the development of Starship, a critical component of our nation’s space exploration goals,” the FAA stated, noting that the modified vehicle operator license ensures compliance with safety, environmental, and other regulatory requirements. The approval also greenlights upgrades to the Starship vehicle, including increased size and power of the Super Heavy booster, and the use of a second launch pad at Starbase.

SpaceX’s Starship, standing nearly 400 feet tall when fully stacked, is the largest and most powerful rocket ever built, designed to be fully reusable for missions to Earth orbit, the Moon, and Mars. The company has conducted eight fully-integrated test flights since 2023, with notable achievements including the first successful booster catch during the fifth flight test in October 2024. However, recent tests have faced challenges, with the last two flights ending in explosions, prompting ongoing engineering refinements.

The regulatory green light comes amid SpaceX’s rapid expansion of its Starbase campus near Boca Chica Beach, which has sparked both excitement and concern. Supporters view Starship as pivotal to NASA’s Artemis program, which aims to return astronauts to the Moon, while environmental advocates and some local residents have raised issues about noise, wildlife impacts, and damage to nearby nature reserves.

On Saturday, May 3rd, residents near Starbase voted to incorporate the area as a municipality, granting SpaceX greater control over local development and operations. The Starbase region is now officially a city, as previously reported by Cosmic Chronicles.

The FAA emphasized that individual launch licenses will still be required for each flight, ensuring ongoing oversight of safety and environmental compliance. SpaceX has not announced a date for its next Starship test flight, as it continues its preflight preparations. The company aims to achieve rapid reusability, a key step toward making interplanetary travel economically viable.

Public feedback on the environmental assessment was incorporated through meetings held in January, with the comment period closing on January 17. The FAA’s final tiered environmental assessment and mitigated finding of no significant impact were published on its website, detailing the rationale for the approval.

As SpaceX prepares for a busier launch schedule, the Starship program remains a focal point for both innovation and debate, balancing the drive for space exploration with the need to protect Earth’s environment.
